Budget 2027 has no measure aimed directly at office rents, but seven dates could shape the right moment to renew, relocate, buy or apply.
Budget 2027 for office occupiers in Malaysia brings a few helpful changes, though few of them are likely to change what makes a good office move. If you are deciding whether to renew, relocate or buy, the Budget mainly helps you time it well, with a higher small value asset allowance, lower MSME tax rates and a 5% Global Services Hub rate for new GSH companies.
At MOS by Hartamas, we help companies lease, relocate and expand offices across the Klang Valley, and every Budget season brings the same question: does this change our office plan? In this guide, we will walk you through the dates worth checking and what each one means for your next move.
TL;DR: Quick Summary
- Rents are not directly targeted: no Budget 2027 measure is aimed directly at office rents, so the fundamentals of choosing a location are unlikely to shift much.
- Green incentives continue, but the asset list changes: GITA is proposed to be extended to 2030, but the revised 2027 own-use asset list no longer includes green building and energy efficiency, which qualify only under the current list to 31 December 2026.
- GSH offers 5% for new companies: new Global Services Hub companies may pay 5% on GSH income, for MIDA applications from 1 January 2027.
- Service charges may face labour pressure: the minimum wage rises to RM2,000 from June 2027, which could affect cleaning and security costs, depending on each building’s cost structure and tenancy terms.
- Proposals, not law yet: Budget 2027 measures are proposals and remain subject to the Finance Bill, gazettement or the relevant orders.

Does Budget 2027 change office rents in Malaysia?
Budget 2027 does not include a measure that targets office rents in Malaysia. The 50% rental discount in the speech applies to small traders renting DBKL premises, not to private offices. Service tax on rent is also unchanged by this Budget; the cut from 8% to 6% took effect on 1 January 2026.
|
Quick answer: Budget 2027 affects office decisions through dated measures rather than rents: the extended green technology allowance and its revised asset list, the Global Services Hub incentive, work rights for Dependant Pass holders, lower MSME tax rates, small value asset and ICT allowances, and the June 2027 minimum wage rise. Each remains subject to the Finance Bill, gazettement or the relevant order before it takes effect. |

If your lease expires within the next 12 months, the dates that fall before it are the ones to focus on. Starting early can also give you more room to compare options, as our article on why start your office search 12 months before lease expiry explains.

Pro Tip: Before your FY2027 budget meeting, put your lease expiry, break date and rent review on the same calendar as these seven dates; it makes the conversation with your team much easier. |

How does Budget 2027 affect your next office lease event?
Budget 2027 affects four common lease events differently, so the best place to start is the one ahead of you.
- Renewing in place: check how your service charge is reviewed, with the June 2027 minimum wage date in mind.
- Reconfiguring or relocating: check the small value asset and ICT allowances for furniture and equipment.
- Buying for own use: check the 31 December 2026 cut-off for assets on the current green allowance list.
- Setting up a regional HQ: sequence MIDA approval with the lease commitment.
What should you check if you are renewing your office lease in 2027?
If you are renewing, it is worth reviewing how your service charge is set, as the minimum wage rises from RM1,700 to RM2,000 from June 2027. Cleaning and security contracts tend to be labour-heavy, so there could be some knock-on effect, though whether and how much depends on the building’s actual costs and the terms of your tenancy. It is a fair question to raise early, ideally before you sign.
- Ask for the breakdown: request the service charge breakdown and how it is reviewed before you sign.
- Keep the MSME tax cut in perspective: lower rates from YA 2027 help cash flow, though on their own they may not justify taking more space.
- Look at the evidence: if Budget 2027 is cited as tightening the market, it is reasonable to ask for recent vacancy and deal data.
What changes if you are reconfiguring or relocating in 2027?
If you are reconfiguring your current space or moving, the Budget offers some help with furniture and equipment, though not with renovation itself. From YA 2027, each small value asset can be worth up to RM3,000, up from RM2,000, with a RM30,000 annual cap for non-MSMEs.
- Furniture and equipment: items costing up to RM3,000 each may qualify; your tax adviser can confirm which do.
- IT purchases: the ICT accelerated capital allowance is proposed to run to 31 December 2030, so you can buy IT equipment on your usual schedule.
- Renovation costs: the Budget is silent on fit-out deductions, so we would suggest budgeting renovation as you normally would.
What should you know if you are buying an office for your own use?
If you are buying an office for your own use, the Green Investment Tax Allowance (GITA) is still available, but the assets that qualify are changing. If you plan to claim it on green building or energy-efficiency assets, 31 December 2026 is the date to note. Both appear on the current own-use list, which covers purchases verified by MGTC from 1 January 2024 to 31 December 2026. Neither appears on the proposed 2027 to 2030 list in Appendix 25 of the tax measures.
This does not mean green technology incentives are being removed. The speech describes them as “enhanced and extended”, and GITA is proposed to run to 2030. What changes is the qualifying asset list: for office owner-occupiers, the revised list is narrower, so it is worth checking before you rely on it.
- Newly listed: renewable energy systems combined with battery or energy storage, at a 100% allowance offset against 70% of statutory income.
- Solar on its own: no longer listed; it qualifies only within an integrated system with storage.
- New application rule: companies apply to MGTC within 24 months of purchase.
|
Pro Tip: If your purchase relies on assets from the current green allowance list, a quick conversation with your tax adviser and MGTC before 31 December 2026 can confirm where you stand. |

What does the Global Services Hub change mean for a regional HQ office?
The Global Services Hub (GSH) incentive gives companies a lower tax rate for running regional management work from Malaysia. Budget 2027 proposes a revised version for applications made to MIDA, from 1 January 2027. What your company could get depends on whether it is new to the incentive or already has it.

- To qualify, the hub must run three core functions from Malaysia: managing regional profit and loss, strategic business planning, and corporate development.
- Take on at least two more activities, which can be strategic services, business services (including managing the group’s cash and funding) or shared services.
- In practice, a shared services centre on its own would not qualify; it needs to sit alongside a regional management role.
If you are planning a regional HQ, the order of steps matters. We generally suggest getting MIDA approval before you sign a long lease. Our guide on MNC regional HQ relocation to Kuala Lumpur covers the wider decision.
What doesn’t Budget 2027 do for office occupiers?
Budget 2027 does not keep green building assets on the green allowance list, cut service tax on rent, or set building rents. Three common readings of the headlines are worth a second look.
Myth: Green incentives were enhanced, so green offices got cheaper.
Fact: Green technology incentives are proposed to run to 2030, but green building and energy-efficiency assets are not on the revised 2027 to 2030 own-use list. A green lease may still make sense on operating costs.
Myth: Budget 2027 cut service tax on office rent.
Fact: That change took effect on 1 January 2026, before this Budget.
Myth: The GSH incentive means rents will rise in my building.
Fact: Take-up depends on MIDA approvals and where companies choose to locate. It is a trend worth watching, rather than a reason to rush a signature.

Pro Tip: If a Budget measure comes up during your renewal, it is perfectly fair to ask which appendix it comes from and when it takes effect. |

What should you ask at your FY2027 office budget meeting?
These five questions can help your team turn the calendar into a clear office plan.
- When is our next lease event, and which Budget 2027 dates fall before it?
- What share of our service charge is labour, and when can it be revised?
- Are we buying any assets that relied on the current green allowance list?
- If we are a GSH candidate, have we sequenced the MIDA application with the lease?
- Which furniture and equipment items will our tax adviser treat as small value assets?
Frequently asked questions
Is there still a tax incentive for green office buildings in Malaysia after Budget 2027?
Yes, green technology incentives continue, as GITA is proposed to be extended to 2030. However, green building and energy efficiency appear only on the current list for MGTC-verified purchases up to 31 December 2026, and not on the revised 2027 to 2030 list in Appendix 25. This is subject to the Finance Bill and gazettement.
Does my company count as an MSME under Budget 2027?
Under Appendix 11, an MSME has paid-up ordinary share capital of RM2.5 million or less and annual sales of no more than RM50 million. The status sets your tax rate and your small value asset cap. Your tax adviser can confirm where you sit. This is subject to the Finance Bill and gazettement.
Should I renew my office lease before Budget 2027 measures take effect?
It depends on your lease event. Renewing tenants may want service charge terms clarified before the June 2027 minimum wage rise, while regional HQ candidates may prefer to wait for MIDA approval. All measures remain subject to the Finance Bill, gazettement or the relevant orders.
Does the MSME minimum wage exemption cover my office’s cleaning and security contractors?
It depends on the contractor, not on you. The Budget speech says MSMEs with annual sales below RM50 million are to be exempted from the RM2,000 minimum wage from June 2027. A cleaning or security firm with annual sales of RM50 million or more would not fall within that exemption. The final terms depend on the minimum wage order.
Conclusion
Whether you renew, relocate or buy, Budget 2027 is likely to matter more for timing than for location. Start with your next lease event, then check which dates fall before it.
For renewing tenants, that may mean a conversation about how service charges are reviewed. For owner-occupiers, it is the 31 December 2026 cut-off for the current green asset list, and for regional HQ plans, lining up the lease with MIDA approval. With those in hand, the rest of your office decision can follow its usual course.
